Don Gilbert
Healthcare Consultant & Lobbyist, Don A. Gilbert Consulting
Don Gilbert is a health care consultant and lobbyist, working with providers, insurers, and health care technology businesses. His business, Don A. Gilbert Consulting currently works with dozens of health related organizations in Texas, including HCA, Hermann Memorial, Tenet, Baylor Scott and White, Texas Health Resources, Christus, Aetna, DentaQuest, Accenture, Texas Association of Voluntary Hospitals, Alkermes, and others.
Don is the founder of the Advanced Perspective Group, a consortium of senior health care policy experts with significant experience in state and federal leadership positions. Before starting his consulting business in 2003, he served for five years as the Commissioner of Health and Human Services under Governor Perry, and Governor Bush.

Jim Springfield
Senior Vice President, Optum
James G. Springfield is the Senior Vice President, Provider Market Growth and Business Development for Optum, the $84BB healthcare provider subsidiary of the United Health Group. Optum is dedicated to making the healthcare system work better for everyone. In this role, Mr. Springfield is responsible for expanding and integrating the various healthcare delivery businesses of Optum across the provider, consumer, service and international segments of the organization.
Mr. Springfield also served as the President and Chief Executive Officer of Valley Baptist Health System in Harlingen, Texas from January 2003 until November 2008 and as the Chief Operating Officer from May 2001 until December 2003. Valley Baptist is the largest integrated health system in South Texas.
Prior to his time with Valley Baptist, Mr. Springfield spent 13 years with the Memorial Hermann Health Care System. While at Memorial Hermann, he held several leadership positions including serving as the Chief Operating Officer of Hermann Hospital, the 900-bed flagship of the 12-hospital System. Additionally, Mr. Springfield also served as the Chief Executive Officer of the Hermann Children’s Hospital.

Kelly Larkin, MD, FACAP
President & CEO, The Larkin Group
Kelly J. Larkin, MD, FACEP, is President and CEO of The Larkin Group (TLG) headquartered in Houston, Texas. TLG is a group of healthcare companies focused on improving the quality, service, and delivery of episodic ambulatory care.
A pioneer in the field of freestanding emergency centers, Dr. Larkin brings the invaluable experience of development and management of multiple ambulatory health campuses. Dr. Larkin has also written articles and spoken at local and national symposiums on Emergency Department design.
Dr. Larkin majored in engineering as an undergraduate at Union College, received a Masters in Biology at Bryn Mawr College, and her MD from Albany Medical College. She completed an Emergency Medicine Residency at University of Texas Health Science Center at Houston.
