Don A. Gilbert, Consultant
Don Gilbert Consulting Services

Don is a leading healthcare consultant based in Austin, Texas who has spent his career in leadership roles in the health care industry. He served as Commissioner for the Texas Health & Human Services Commission under the direction of Governors Perry and Bush, responsible for the oversight and coordination of 13 State of Texas health and human services agencies. Don managed budget totals of $17 billion per year with a staff of 50,000. He was also responsible for the administration of the State Medicaid Plan. Don is a former Commissioner of the Texas Department of Mental Health and Mental Retardation and held positions including CEO of the Dallas County Mental Health and Mental Retardation Center; Acting Deputy Commissioner of Mental Health Services, Texas Department of Mental Health and Mental Retardation; Superintendent, Terrell State Hospital; Assistant Superintendent for Administrative Services at Terrell State Hospital; and Assistant Deputy Commissioner for the Mental Health Division of Texas Mental Health and Mental Retardation. Don holds numerous professional and academic affiliations.

James G. Springfield, FACHE, President

Jim is President of JGS Consulting, LLC, a consultancy intended to work with hospitals and health plans on operational and strategic matters. Prior to establishing JGS Consulting, Jim was the President and Chief Executive Officer of the Valley Baptist Health System, the largest provider of healthcare services in south Texas. Prior to joining Valley Baptist, Jim spent nearly 13 years with the Memorial Hermann Healthcare System serving as COO of Hermann Hospital and CEO of the Hermann Children's Hospital. Jim is a recipient of the 2004 Robert S. Hudgens Award from the American College of Healthcare Executives as the Outstanding Young Healthcare Executive in the country and is a Fellow in the American College of Healthcare Executives (FACHE). He holds a BBA from Baylor University in Waco and a Master's in Healthcare Administration from the University of Houston -Clear Lake.
